Ventura County Waterworks District No. 1 (District) was formed November 22, 1921, and serves approximately 37,576 customers through 10,194 service connections, including 10,053 residential and commercial service connections and 141 agricultural service connections. The District encompasses approximately 19,800 acres and includes the City of Moorpark and contiguous unincorporated areas to the north and west.
The Ventura County Board of Supervisors is the governing body of the District. All proposed policy changes are reviewed by the Citizen’s Advisory Committee prior to Board action. The Citizen’s Advisory Committee members are appointed by the Ventura County Board of Supervisors. Meetings are held bimonthly at the District office located at 6767 Spring Road, Moorpark. The District’s water distribution system consists of 138 miles of water lines, five pumping stations, 12 pressure reducing stations, and 18 reservoirs. In 2010, the District supplied approximately 10,197 acre-feet of water, 17% of it from local sources and 83% of it imported. Domestic, commercial, industrial, and fire protection customers consume approximately 78% of the total water supplied. Agricultural customers consume the remaining 22%.
Local water, treated by chlorination, is supplied from five groundwater wells owned and operated by the District. Imported water comes from the State Water Project through the Metropolitan Water District (MWD) and Calleguas Municipal Water District (CMWD). Water from the State Water Project originates in northern California. This water is captured in reservoirs north of Sacramento and released through the natural rivers and streams into the Sacramento-San Joaquin Delta. The 444-mile long California Aqueduct then carries water from south of the delta to State Water Project contractors, including MWD. MWD treats the water at Jensen Treatment Plant located in Granada Hills. CMWD purchases water from MWD and purveys it to 26 water suppliers within Ventura County, including the District.
The District owns, operates and maintains the Moorpark Wastewater Treatment Plant (MWTP) located at 9550 Los Angeles Avenue just west of Moorpark City limits along State Highway 118. The original MWTP was completed in 1965 as an interim treatment facility with a capacity of 1 million gallons per day (mgd). It has since undergone several upgrades, the latest of which was completed in July 2001 and increased capacity to 3 mgd. In August 2003, the District began supplying recycled water for golf course irrigation.
