Ventura County’s Integrated Waste Management Division (IWMD) is helping to clean up graffiti throughout the county by providing recycled latex paint at no charge to local public agencies and non-profit organizations. The recycled paint is used to cover graffiti on concrete overpasses, walls, storm drainage channels, and the like. The paint is not available to the general public.
Latex Paint, among other materials, is collected during montly events held at the County’s Household Hazardous Waste (HHW) Facility, appropriately named the Pollution Prevention Center (PPC). Collection events are held on the fourth Saturday of the month (except for the months of May, November and December due to the holidays during those months). Residents and qualifying businesses may participate in these collection events by making an appointment. HHW collection and disposal services are free to residents. During an average month, 100 residents are served and 250 – 300 gallons of latex paint is collected at the PPC. The paint is recycled and returned in 55-gallon drum quantities. Medium gray is the color used for graffiti abatement as it blends perfectly with concrete.
Once the drums of recycled paint are delivered to the PPC, it is dispensed into 5-gallon buckets for distribution on a "first come - first served" basis. Currently, there are no quantity limits or cost for the paint. However, its intended use is to provide paint to local agencies for graffiti abatement or beautification projects within Ventura County. Since the programs inception in August 2001, thousands of gallons of recycled paint have been provided to local agencies for graffiti abatement and beautification projects throughout Ventura County.
