Independent Living Program Youth in foster care become emancipated when they age out of the foster care system at 18 and must transition to living independently. A website with more information about Ventura County’s Independent Living Program can be found here.
Children & Family Services administers three youth programs that assist transitional-age youth:
The Independent Living Program (ILP) serves youth ages 16 to 21 who are or were in out-of-home placement at some point after their sixteenth birthday. ILP helps emancipating youth by addressing issues related to transportation, education, housing, mentoring, and basic living skills.
The Transitional Housing Placement Program (THPP) provides a semi-independent living environment for youth in out-of-home care who have completed their basic Independent Living classes and who are able to benefit from the program.
The Transitional Housing Program - Plus (THP+) provides a host home model for foster or probation youth who are 18 to 24 years of age. Children & Family Services provides program oversight and case management services to support these youth in becoming successful, independent adults.
