Marty Robinson was appointed County Executive Officer (CEO) on March 23, 2008. She has a passion for public service. In her thirty-plus years of service she has developed skills and knowledge through various leadership roles within and outside the County. Having been responsible for budgets ranging from $20 million to $200 million, performing as an Agency director, a Division manager and a line worker within the County, Marty has substantial experience in intergovernmental relations, budgets, labor relations, public/private partnerships, policy analysis, personnel development, grant management, and disaster recovery.
The County Executive Office is responsible to the Board of Supervisors for the general administration and coordination of all County operations and programs. The CEO has direct responsibility for the administration of the Clerk of the Board of Supervisors as well as preparation of the annual County budget, labor relations, recommendations on state and federal legislation, development and coordination of County administrative operating procedures, identification and assistance to departments in the pursuit of state and federal grant opportunities, and conducting analyses of program operations as requested by the Board of Supervisors.
The CEO is required to:

Make recommendations to the Board of Supervisors and carry out policy decisions

Conduct special analyses of program operations requested by the Board

Interact with various County governmental groups (cities and special districts)

Supervise and direct the preparation of the annual County budget

Coordinate legislation with elected State and federal representatives
-
Identify and assist departments in pursuing State and federal grant funds

Develop and coordinate County administrative operating procedures
-
Develop and administer various grants including the County's federal Community Development Block Grant (CDBG) program, the HOME program and several economic development grants

Preserve the fiscal integrity of the County

Increase organizational efficiency, effectiveness and excellence

Increase intergovernmental cooperation and public access to government

Collaborate with other Public Agencies to solve common problems

In cooperation with Auditor-Controller supervises and maintains an adequate internal auditing system

Makes recommendations to Board of Supervisors with respect to compensation and benefits of County employees
-
Serves as the collective bargaining negotiator in accordance with direction and instruction of the Board of Supervisors

Reviews and makes recommendations on proposed Board Agenda items
