Legislation in 1993 added city members to the existing ex officio board of supervisors members to comprise the new governing board of the County Air Pollution Control District (APCD). The five County Supervisors and five city elected officials comprise the Air Pollution Control Board (APCB). The City Selection Committee selects city council members who sit on the Air Pollution Control Board.
It is the responsibility of the APCD to legislate and enforce regulations pertaining to air pollution. The APCD is the source to attain permits for businesses whose actions may have an adverse environmental impact. The APCD is authorized to levy fines for violations as well as report such violations to the appropriate state and federal agencies. It is also the responsibility of the APCD to educate and inform the public of air pollution regulations.
This 10-member board consists of the County Board of Supervisors and five elected officials representing Ventura County cities. The Air Pollution Control Board establishes policy and approves new rules. They also appoint the Air Pollution Control Officer, the District Hearing Board, Advisory Committee, and the Clean Air Fund Advisory Committee.
